A degree in Telecommunication Engineering (University of Málaga, specialized in electronic systems), a course on Senior Management of Social Institutions (San Telmo Institute), and an International Executive MBA (ESESA).


Since 2015 he is First Deputy Mayor (Vice Mayor), Spokesman and Councilor of Innovation, New Technologies and Security. He coordinates the National Standardization sub-Committee for Smart Cities (AEN/CTN 178/SC4) about energy and environment, and is a member of the Advisory Board of the Spanish Association of Technical Telecommunications Engineers.

He is also president of the Municipal Information Centre (CEMI), vice-president of the Municipal Company for Entrepreneurship Initiatives and Activities (PROMALAGA), member of the board of the Municipal Transport Company (EMT) and member of the board of the Andalusia Technology Park (PTA).

Since 2012 until 2015 he was First Deputy Mayor (Vice Mayor), Spokesman and Councilor of Innovation and New Technologies. He starts working to enhance citizen welfare by encouraging the use of ICT and promoting initiatives to improve City intelligence, efficiency and sustainability (Smart City). He is also Vice President of the Municipal Energy Agency of Málaga.

Since 2009 until 2012 he was the Councilor of the Youth Area and of one of the eleven districts the City of Málaga is divided.

Since 2003 until 2009 he was the Director of the Youth Area (City of Málaga).
